Assembly Majority Leader Alberto Torrico Speaks in Milpitas
At the Aug. 29, 2009 event, organized by Milpitas Democratic club, Assembly leader and candidate for Attorney General Torrico re-capped the situation at the state level (budget, prison overcrowding, foreclosures, etc.). He also pointed out areas where change is needed and what he proposes. The 2/3 rule for passing a budget must be changed. Taxes should be raised on the wealthy. Education and job placement programs are needed in our prison system to reduce recidivism.
In light of enormous corporate profits, he proposes a severance tax for oil pumped in California. The state is too dependent on sales tax, so modifying Prop. 13 rules to split business properties out from homes and tax them at full assessed valuation would help. By reducing the vehicle tax, the state lost $30 billion over several years leading to today’s need to raise college costs and park fees.
Candidate Torrico promised to fight for consumers, homeowners, workers, victims, the environment and education. He also plans to crack down on corporate crooks somewhat like the activist New York Attorney General did.
SPENDING CAPS, RAINY DAY FUNDS SHOULD BE RELEASED ON NEED NOT VOTES. IT IS DIFFICULT TO RAISE TAXES TODAY. LOWERING VEHICLE TAX CAUSED $30 BILLION IN LOST REVENUE OVER SEVERAL YEARS. NOW THERE ARE HIGHER COLLEGE COSTS, PARK FEES.
CREDIT STILL TIGHT EVEN WITH FEDERAL BAILOUTS. COMMITTEE HEARING ON BANK FORECLOSURES. STOP FORECLOSURES. NO HOME BUILDING ACTIVITY. AUTO MAKING- TRYING TO KEEP NUMMI OPEN WITH INCENTIVES. WILL TRAVEL TO NY, JAPAN, IF NEEDED, TO MEET WITH TOYOTA OFFICIALS. NUMMI AFFECT 35,000 TO 40,000 AREA JOBS.
